1. A purpose 1.1. The main purpose of organization the World Correspondence Chess Servers Team Championship (an abbreviation WCCSTC) is popularization of correspondence chess at chess servers and revelation of the strongest team. 2. A status 2.1. The tournament is an unofficial world correspondence chess championship for teams of chess servers. 2.2. Significance of the tournament is defined by all players who take part in the event. 3. Place, dates 3.1. The event is played on the ICCF web-server 3.2. Start date is 10 February, 2013. 3.3. The event has no end date. 4. An administration 4.1. The Organizer of the event is Pavlikov Andrey Nikolaevich, Vice-President of the Russian Correspondence Chess Association. 4.2. The Organizer provides a playing system of the event, start and end dates, a list of participants, an appointment of Tournament Director. 5. A playing system 5.1. No less than 4 and no more than 8 teams to play the event. The teams represent chess servers. No one server is allowed to enter the event with no more than 1 team. Teams play each other in an each-to-each round-robin tournament. 5.2. Each team plays each team in a team match on 30 boards. Each player of a team plays 2 games (one with White pieces, one with Black pieces) with one player of the other team. Reserve players are prohibited to begin the games. 5.3. The team consists of 30 players. No more than 5 reserve players may be added in a team squad. 5.4. The games are rated for ICCF rating. 5.5. Time control is 30 days for 10 moves (with duplication after 20 days is used for a single move). 5.6. 30 days of leave per year are available for each player. 5.7. The team mates and captain can see the games live. Live transmission for public is delayed by 5 moves. 5.8. ICCF Playing rules are applied for the event. The playing rules may be seen at special page 6. Refereeing 6.1. The Tournament Director (TD) is the Organizer of the event. 6.2. The TD has to follow the regulations of the event, answer any questions made by team captains, and make a decision on any disputable matters. 6.3. The TD must give an explanation on any decision he makes. The only rules he must take in consideration are the regulations of the event and common sense. 7. Information 7.1. An official site of the event is the present site. Official languages are Russian and English. 7.2. An official cross-table is the one which is placed at the official site of the event. 7.3. It is allowed to place any details of the event somewhere on the Internet if a link on the official site is given. 7.4. The site is updated at least once in 2 weeks. 8. Entries to the tournament 8.1. The administrators of all invited chess servers should accept or decline the invitation not later than 05.01.2013. 8.2. Entries to the event should be sent to the Organizer not later than 15.01.2013. 8.3. Entries should include: team name; team captain; list of 30 players (start line) in board order; list of no more than 5 reserve players. Information on each player should include his real name, ICCF identity code (if exists), ICCF rating (if exists). 8.4. Registration of players who have not registered on the ICCF web-server will be made by National Delegate of a country a player represents. It is a duty of the team captain to provide a National Delegate with necessary information on a player to complete his registration. The Organizer is ready to help with the registration if his help is needed. 8.5. Players must be set on boards in a descending order of their ICCF ratings. Players with no ICCF rating get a provisional rating corresponding to their qualification. FIDE ratings may be used as provisional ratings. 8.6. A player may play only for one team. 8.7. It is prohibited to do corrections in team squads after dead-line. 9. Playing 9.1. All games begin simultaneously. 9.2. The games will be opened to make moves not later than 10 days before official start date. Moves in games can be made before the start date, time starts running on the start. 9.3. A player of start line must play only on his board. 9.4. If a player of start line cannot continue playing his games, the team captain may replace him in his all running games with a reserve player. 9.5. A reserve player may play on any board, replacing a player of start line in all his running games. 9.6. Repeated replacements are prohibited. 10. Arbitration 10.1. Only a team captain may contact the TD. 10.2. The TD should answer any question he receives from any team captain in 3 days. The TD should make a decision on any disputable matter he receives from any team captain in 3 days. Each disputable matter and the decision should be published on the official site. 11. Other conditions 11.1. After the tournament starts no changes in the regulations may be made. 11.2. In case a team captain takes a leave he (she) should appoint a deputy team captain for the period of his leave. A team captain should inform the TD on his start and end dates of leave and his (her) appointee via email. 12. Final standings 12.1. The winner of the tournament is a team with the highest number of points scored by all its players. 12.2. The winner is declared as the World Correspondence Chess Server Teams Champion (unofficial).
12.3. If there are two (or more) teams with equal number of points, the following tie-breaks in a proper order are used:
